Effort Sharing Emissions Calculator InScope developed an official website for the Effort Sharing Emission Calculator tool which was the order of Transport & Environment and Carbon Market Watch companies.

One of the main objectives of the tool was to calculate how much of a driver the ESR is to reduce emissions in the sectors covered. To do so, the number of allocations that each member state will receive had to be compared against a specific scenario where no new measures would be introduced.

The tool includes two main sources: the new EU Reference Scenario, and projections submitted by member states and compiled by the European Environment Agency in its latest trends and projections report.
